Does this charge/work with the IPAD 4 Mini? It won’t charge mine.

Unfortunately, I've never use this device any iPad mini, only with my iPhone 6 Plus.

It worked for a few times now does not work. I would not purchase this.

Will this work with an external cd/dvd drive?

If the external optical (cd/dvd) drive has an USB connection interface than it should work without a problem.
