Does this have the pellets or beans in it or is it plush filling?

it has both! the body is mainly plush, but the paws and buttocks do have a little bit of plastic pellets, i assume to maintain it’s sitting position.

Is it soft and pliable, could I move it's legs behind him to lay down?

Yes, my wife sleeps with this bear every night.
