Can i use this on my heatbreak on my 3D printer?

It's thermal paste, what it does is transfer heat well from one surface to another, so yes you could use it, but look at the temp ratings of the chip your cooling as this might be too high,

Need to attach a heatsink to a stepper motor driver chip (not cpu). was advised to use arctic alumina. is this similar? if not any idea what to use?

It is intended for PCs. Not sure about the applicability of the motor drive chip.
