Q: What is the maximum height? (i.e. From tray to underneath desk)

Just finished installing these on a desk I built. Assuming your tray is 3/4" thick, the maximum size is about 3 1/2".

Q: Do the rails lock in place when extended to keep the drawer from being accidentally pushed in while in use?

There is a cushion on the rails, which can reduce the accidental pull-out of the drawer to a certain extent.

Q: Are these full extension or 3/4 extension slides? Like should I buy 16” slides for a 12” deep shelf?

3/4extension slides. This is the exact sliding distance of each size of slides. 12”slides: 7.48inch；14”slides: 9.45inch; 16”slides: 10.23inch. You can choose the rails according to your needs.
