Does it come with the recorder

No. This is just a case for your recorder or other electronic device. There is a foam block inside that you can cut out and customize the foam to fit your device.

Would this possible be shaped to fit a Zoom multi track recorder, such as the R24?

The way it works is you pull out foam squares in the shape of what you want to insert. The one I purchased had room for a Tascam DP-008EX, 8 AA batteries (I probably could have squeezed in 16), and a USB cable. I didn't have room for my charger. If the Zoom is no more than 2 inches wider and longer than the DP-008EX, not more than an inch deeper, it will fit. You may not have room for accessories, though.

Will my tascam 03sd rec fit?

I don't know how long or wide the Tascam 03SD is. You just have to measure. Thickness is probably OK. I'll measure my case if you want.
